During the speculation of 1834-40 every important water course was seized and promoted back east. One of the best sources of water power was the site of Lowell, northeast of the Superior Road Bridge. A paper mill was projected, a flour mill was completed and ran for two years. But, as fast as it was promoted, it fell vacant until it was used for workers at the Cromwell Paper Mill.
